At TikTok, our mission is to inspire creativity and bring joy. We prioritize safety, well-being and integrity so that our community can feel free to create, make connections, and be entertained.

Thousands of trust and safety professionals work alongside innovative technology to maintain and enforce our robust Community Guidelines, Terms of Service and Advertising Policies, which apply to all content on our platform. This latest report provides insight into these efforts, showing how we continue to uphold trust, authenticity, and accountability.

Safety

The last quarter of 2024 capped off what was one of the biggest electoral years in history, with a record number of elections taking place in countries around the world. We drew on our experience protecting our platform through more than 150 elections over the previous four years and invested significantly in trust & safety and security measures, so that TikTok remained a place for discovery, creativity, and entertainment.

From October-December 2024, we introduced new and updated initiatives to connect people to reliable election information. For example, we worked with local electoral commissions, election experts, and fact-checkers to bring authoritative information to our in-app Election Centers in 16 countries. We also expanded our fact-checking program to six new markets and added two new IFCN-accredited fact-checking partners. We published blog posts outlining our election integrity work across Germany, Croatia, Romania, and Japan, and regularly updated our U.S. Elections Integrity Hub to bring ongoing transparency to our actions.

We continued providing more insight into the ways we counter attempts to manipulate our platform's integrity. For instance, we published extensive information about how we counter deceptive behaviors like fake engagement and covert influence operations. We also reported 19 covert influence operations we disrupted from October-December as well as over 30,000 accounts we removed that were associated with previously disrupted networks which had attempted to return to our platform. As a continuation of our transparency efforts, this report now includes details about the comments we remove from fake accounts. In the fourth quarter of 2024, we removed 157,158,547 comments from accounts that violated our policies on fake content and engagement.

We continue to invest in enhancing our detection and moderation technologies, so that we can catch violative content quickly and accurately. Automated removals have increased by 10% compared to the same period last year, which helps us detect and remove more content proactively. This quarter, over 98% of content was removed before a user reported it to us — a 2% increase from the year before.

Spam and Fake Engagement

We remain vigilant in our efforts to detect external threats and safeguard the platform from fake accounts and engagement. These threats persistently probe and attack our systems, leading to occasional fluctuations in the reported metrics within these areas. In Q4 2024, we also updated the way we classify fake likes and followers removed over time, which contributed to some of the overall increases observed in these categories. This update better reflects the scale of our existing work to promptly identify and remove any accounts, content, or activities that seek to artificially boost popularity on our platform.

Ads

TikTok has strict policies to protect users from fake, fraudulent, or misleading content, including ads. Advertiser accounts and ad content must follow our Community Guidelines, Advertising Policies, and Terms of Service. During the fourth quarter of 2024, the total volume of ads removed for violating our advertising policies increased, mainly due to an increase in account-level enforcement. This increase is due to efforts to strengthen and enhance our internal processes. We recognize that keeping advertisers and users safe is an ongoing effort, and we are committed to regularly reviewing and further strengthening our systems to combat ads that violate our policies, in order to create experiences where users find value and joy in the brands they see on the platform.
